Program Manager II- Cyber Network Operations Business Development Lead

Client's Special Programs office delivers first-of-a-kind technical solutions for the Intelligence Community, special DoD entities, and advanced technology sponsors. We seek a highly qualified candidate to lead Client’s programs and successfully grow new business for national CNE/CNA capabilities.


This position is centered in our Reston, VA office working in close collaboration with our Cambridge, MA program office and engineering staff.

The CNO Business Lead will be a program manager and business development leader responsible for conceiving, creating, capturing and executing highly innovative CNE/CNA programs for Client’s Special Programs Office customers. This position requires the rare combination of outstanding technical talent along with exceptional interpersonal and organizational insight in order to spot emerging customer challenges; relate Client capabilities to address these challenges; and develop, capture and run relevant programs.


The CNO Business Lead must be an impetus for development of new technology and business, with the ability to bring energy, create focus, build enthusiasm and engender cooperation on technically challenging programs. The CNO Business Lead also serves as the principal customer interface for the programs and proposals she/he will manage, with frequent travel required.


The CNO Business Lead will: cultivate personal credibility with sponsor organizations and establish thought leadership relationships with these groups; develop business strategies, technology investment plans, IR&Ds, partnerships, and engineering resources to support and grow the CNO business; lead high-caliber engineering teams to develop game changing CNE/CNA concepts, resulting in a steady output of whitepapers and proposals; use her/his technical background to identify and qualify potential technical breakthroughs that can lead to operational performance breakthroughs; lead proposal efforts, including the development of capture strategies, work statements, schedules, budgets, and evaluation of proposal inputs from the engineering staff; and manage program execution to meet technical, cost, and schedule objectives.

This position requires the candidate be a U.S. citizen and hold a current TS/SCI Security clearance.

Candidates in the Cambridge, MA area could be considered. Travel to DC/VA would be frequent.

A bachelor’s degree in a related technical field is required, MS highly preferred.

The ideal candidate is an Engineer or Program Manager with a deep CNE/CNA technical background who can brilliantly shape, capture, and execute high-technology programs starting from the research level and higher. The candidate should have at least 10 years of program management, program shaping, and capture experience with a clear track record of success. A strong understanding of government acquisition process and demonstrated capture of complex opportunities that include frequent customer interaction, problem definition, proposal generation, and partnering is required. The candidate must have a proven ability to innovate, be persuasive, have excellent presentation and communication skills, and be a strong relationship builder.


Experience with IC sponsors, DARPA and other CNO customers is required. The capacity to lead, influence and inspire others is essential.

Security Requirement: Active TS/SCI Security clearance required.
