Project Manager - Information Technology

Contract 3+ years, 40 hours weekly

This position will be onsite a 2 days/wk and/or as necessary for the project needs. Interim clearance is sufficient to start.

Description:
Leads and directs one or more project teams engaged in the design, implementation and modification of IT projects that span across functional organizations. Prepares project execution plan and identifies appropriate technical and business resources needed for the team. Ensures projects are completed on schedule, within budget, and meet technical, quality, and scope requirements of the assignment. Keeps current on advances in the field of IT as well as changes in the organizations business processes. Provides technical and analytical guidance to project team. Interfaces with stakeholders and vendors to ensure requirements are met, provides issue resolutions, and assesses risk and change management needs. Adheres to all IT governance policies and procedures.

Project Management Office (PMO) executes several investment and key operational projects for the Information Services Department (ISD) as well as some high cost, high risk and high visibility Digital Enterprise Transformation projects in collaboration with Business transformation Office and other Departments and Divisions. Project manager is a key role that helps ISD successfully execute it's programs and projects by providing a framework to plan, track progress and mange issues, risks, scope changes. The PM coordinates activities and tasks between various LL teams as well as external vendor

The IT Project Manager is responsible for concurrently executing multiple high visibility, high risk and complex IT and Digital Transformation projects in collaboration with other departments, divisions and Business Transformation office. The IT PM will build relationships, execute, manage and negotiate in a matrix environment. The IT PM will continually balance risk, efficiency of execution, quality of results and PMO process requirements in the fulfillment of Departmental and Laboratory goals. One of the key job functions is creating and maintaining project plans that communicate tasks, milestone dates, and status. He/She will be responsible for development of project documents such as project charter, communications plan, requirements metrics etc.
Responsibilities:
• Execute ISD’s major projects and or programs using standard methodology, templates, tools and framework for effective project performance
• Lead efforts to define new projects/programs including scoping, sizing and planning.
• Direct and facilitate development of business case, charter, project plan, communications plan, and requirements metrics with the input from the project teams.
• Closely track project tasks and progress to plan; report any delays, challenges, risks and issues and coordinate mitigations.
• Drive project results that are aligned with strategic organizational objectives.
• Collaborate with business analysts, technical leads, developers, quality assurance associates and other key stakeholders from project scope definition through implementation.
• Manage scope, schedule, risks, issues and changes while always striving to minimize exposure and risk across multiple projects.
• Hold regular meetings with project teams including project kick off and close out meetings, set agendas, document and communicate meeting notes and action items.
• Provide project/program status reporting to stakeholders, management and Laboratory senior management and manage expectations across the Laboratory.

• Act as the single POC for third party vendors working closely with vendor PMs to ensure on time and on budget completion of agreed upon deliverables.
• Coordinate procurement activities with project team and contracting services department.
• Lead project/program reviews and quality assurance process to ensure successful execution of projects as measured by Laboratory, and Departmental goals and customer satisfaction.
• Provide a significant level of competency to project teams by leveraging technical acumen and strong business management experience
• Ensure projects are in compliance with the Laboratory enterprise, security and infrastructure architectures.
• Actively maintain awareness of new and emerging technologies and project management methodologies and tools.
Skills required:
• Experience executing multi-year, multi-phase infrastructure, product deployment, software development, business applications, ServiceNow and ERP implementations and website development programs and projects.
• Experience delivering cloud implementations including but not limited to Software as a service (SaaS), Infrastructure as a service (IaaS) and Platform as a service (PaaS)
• Deep knowledge and hands on experience of Project Management Methodologies, specifically PMBOK Waterfall and Agile Scrum
• Possesses general understanding in the areas of application programming, database and system design
Preferred Skills:
• Project Management Professional (PMP) Certification
• Scrum Master Certification (CSM)
• Exposure or certification in ITIL Foundations
• Project management methodology development and or continuous improvement to an existing process
• Experience as a business analyst
• Experience in process improvement and business re-engineering methods and organizational change management
